As to (1) & (2) there seems no reason why the military should be brought in. I take it the object of this clause, if amended as suggested, is that the Admiralty should simply hand over the land to the Government when it is no longer needed it; instead of allowing the Colony to rent it from the Government in exchange...
As to (3) it is not obvious why Hong Kong should be expected to follow the Canadian precedent.
On the other two points...
